Recipients must be first-year students who have graduated from a high school within the Chico State Service Region: Butte, Colusa, Glenn, Lassen, Modoc, Plumas, Shasta, Siskiyou, Sutter, Tehama, Trinity, and Yuba counties
Or be a student transferring from Butte College, College of the Siskiyous, Lassen Community College, Shasta College, and Yuba College.
